大家好！很高興與各位媒體朋友見面。按照議程，由我向大家簡(jiǎn)要通報(bào)我市外事工作學(xué)習(xí)踐行習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義外交思想，推動(dòng)國(guó)際交往中心建設(shè)、擴(kuò)大國(guó)際朋友圈的做法和打算。

Good morning. It’s a pleasure to meet all of you. In accordance with the agenda, I would like to brief you on Guangzhou’s foreign affairs work, in which we have steadily implemented Xi Jinping's Diplomatic Thought on Socialism with Chinese Characteristics for a New Era. I will also introduce you our practices and plans of building Guangzhou into an international exchange center as well as enlarging the city’s circle of international friends.

一、著眼建設(shè)中國(guó)特色社會(huì)主義引領(lǐng)型全球城市，推動(dòng)廣州國(guó)際交往中心建設(shè)

First, we focus on building a leading global city of socialism with Chinese Characteristics and promote the construction of Guangzhou as an international exchange center.

4月，市委外事工作領(lǐng)導(dǎo)小組會(huì)議審議通過(guò)《廣州建設(shè)國(guó)際交往中心三年行動(dòng)計(jì)劃》，該計(jì)劃包括總體要求、重點(diǎn)任務(wù)和保障措施三大部分，具有如下幾個(gè)特點(diǎn)：

In April 2018, the Leading Group of Guangzhou Municipal Foreign Affairs deliberated and approved the“Three-year Action Plan for Building Guangzhou into an International Exchange Center”, which includes three major parts, namely, overall requirements, key tasks, and supporting measures. It also has the following characteristics:

（一）圍繞一條思想主線。三年行動(dòng)計(jì)劃的起草適逢黨的十九大、十九屆二中三中全會(huì)等重要?dú)v史性會(huì)議和省委十二屆二次三次會(huì)議、市委十一屆三次四次會(huì)議召開，起草工作緊跟黨的會(huì)議精神，高舉習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想偉大旗幟，擔(dān)負(fù)“四個(gè)走在全國(guó)前列”歷史新使命。

(1) It revolves around a main line of thought.

The drafting of the three-year action plan coincides with many important meetings in China, such as the 19^th National Congress of the CPC, the second and third plenary sessions of the 19^th Central Committee of the CPC, the second and third sessions of the 12^th CPC Guangdong Provincial Committee, and the 3^rd and 4^th meetings of the 11^th CPC Guangzhou Municipal Committee. The drafting closely follows the spirit of those above-mentioned Party meetings, and by upholding the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, it takes on the city’s new historical mission of“Leading the nation in four aspects”.

（二）聚焦五個(gè)目標(biāo)抓手。一個(gè)總目標(biāo)是：到2020年，初步建成在世界城市舞臺(tái)具有較強(qiáng)影響力的國(guó)際交往中心，邁向“獨(dú)具特色、文化鮮明的國(guó)際一流城市”。5個(gè)推進(jìn)目標(biāo)是：國(guó)際交往動(dòng)力顯著增強(qiáng)、平臺(tái)全面升級(jí)、影響大幅提升、格局更加完善、服務(wù)環(huán)境不斷優(yōu)化。5個(gè)工作抓手是：國(guó)際交往動(dòng)力、平臺(tái)、網(wǎng)絡(luò)、格局和環(huán)境，細(xì)分為20條具體任務(wù)。

(2) It focuses on five targets.

The general goal is to build Guangzhou into an international exchange center with substantial influences by the year 2020. By that time, we expect Guangzhou to be a world-renowned, first-class city with unique characteristics and distinctive culture. Our five stage goals are: significantly enhancing international exchanges, comprehensively upgrading the city’s communication platforms, substantially improving Guangzhou’s global impact, consummating the layout of the city’s friendship cities, and continuously optimizing the service environment. To sum up, we have five main targets, namely, the drive for international exchange, platform, network, layout and environment. And we have subdivided our targets into 20 specific tasks.

（三）發(fā)揮五個(gè)特色優(yōu)勢(shì)。一是發(fā)揮黨對(duì)外事工作統(tǒng)一領(lǐng)導(dǎo)的體制優(yōu)勢(shì)，黨的領(lǐng)導(dǎo)的優(yōu)勢(shì)在統(tǒng)籌謀劃推進(jìn)國(guó)際交往中心建設(shè)的開創(chuàng)性實(shí)踐中得到體現(xiàn)、得到強(qiáng)化；二是發(fā)揮國(guó)家重要中心城市、粵港澳大灣區(qū)核心城市、“一帶一路”重要樞紐城市的區(qū)位優(yōu)勢(shì)；三是發(fā)揮廣交會(huì)、金交會(huì)、創(chuàng)交會(huì)、海交會(huì)、文交會(huì)、小蠻腰科技大會(huì)、廣州國(guó)際城市創(chuàng)新獎(jiǎng)等會(huì)展品牌優(yōu)勢(shì)；四是發(fā)揮與世界經(jīng)濟(jì)論壇、博鰲亞洲論壇、《財(cái)富》全球論壇等高端平臺(tái)合作優(yōu)勢(shì)；五是發(fā)揮嶺南文化、國(guó)際友城、華人華僑等交往資源優(yōu)勢(shì)。

(3) It makes full play of five distinctive advantages.

The first is the systematic advantage of the CPC’s unified leadership over foreign affairs, and such advantage is embodied and strengthened in the groundbreaking practices of all-around planning and building Guangzhou into an international exchange center.

The second is Guangzhou’s geographical location advantage. It not only serves as one of China’s important central cities, but also functions as a core city in the Guangdong-Hong Kong-Macau Greater Bay Area and serves as an important hub for the Belt and Road Initiative.

Thirdly, Guangzhou’s exhibition brand advantage, including but not limited to the Canton Fair, the China (Guangzhou) International Finance Expo, the Global Innovation and Entrepreneurship Fair, the Cross-Straits Fair for Economy and Trade, the Canton Tower Science & Technology Conference, the Guangzhou International Award for Urban Innovation, etc.

The fourth is the cooperation with high-end platforms, such as the World Economic Forum, the Boao Forum for Asia, and the Fortune Global Forum.

The fifth is the ability to mobilize resources including harnessing the impact of the Lingnan Culture, Guangzhou’s international friendship cities, and overseas Cantonese, etc.

二、打造廣州獎(jiǎng)品牌，為全球城市治理創(chuàng)新發(fā)展作出更大的廣州貢獻(xiàn)

Second, we will build the brand of the Guangzhou International Award for Urban Innovation, and we will make greater contributions to the innovation and development of global urban governance.

在中國(guó)人民對(duì)外友好協(xié)會(huì)的指導(dǎo)下，廣州市與世界大都市協(xié)會(huì)及世界城市和地方政府組織（UCLG，簡(jiǎn)稱“城地組織”）于2012年，共同發(fā)起創(chuàng)設(shè)廣州國(guó)際城市創(chuàng)新獎(jiǎng)（簡(jiǎn)稱“廣州獎(jiǎng)”），旨在通過(guò)評(píng)估和表彰在全世界具有推廣意義和價(jià)值的城市治理創(chuàng)新案例，激勵(lì)和推動(dòng)全球城市治理創(chuàng)新。廣州獎(jiǎng)每?jī)赡昱e辦一屆，每屆評(píng)選出5個(gè)獲獎(jiǎng)城市和10個(gè)入圍城市，至今已匯集700多個(gè)城市治理創(chuàng)新案例的經(jīng)驗(yàn)智慧，促進(jìn)了全球城市和地方層面的交流與合作，為全球城市治理創(chuàng)新發(fā)展匯集了智慧，成為中國(guó)城市參與和推動(dòng)全球城市治理創(chuàng)新的有效模式和創(chuàng)新品牌。

Under the guidance of the Chinese People's Association for Friendship with Foreign Countries, Guangzhou and the United Cities and Local Governments (UCLG) jointly launched the Guangzhou International Award for Urban Innovation (“the Guangzhou Award” for short) in 2012. The award is expected to stimulate and promote innovation in global urban governance through evaluation and recognition of innovative cases that are worth popularizing around the globe. Held biennially, the Guangzhou Award selects 5 award-winning cities and 10 shortlisted cities, and it has since collected more than 700 innovative cases in urban governance. Through promoting exchanges and cooperation and collecting wisdom for the governance and innovative development of global cities, the Guangzhou Award has therefore become an effective model and an innovative brand for Chinese cities to participate in global urban governance and to promote innovation.

榮獲首屆廣州獎(jiǎng)的土耳其科喀艾里市（獲獎(jiǎng)項(xiàng)目“未雨綢繆——學(xué)會(huì)在地震下生活”），用廣州獎(jiǎng)獎(jiǎng)杯模型建設(shè)的地震監(jiān)測(cè)站，成為該市的一個(gè)地標(biāo)式紀(jì)念物。中國(guó)城市也利用廣州獎(jiǎng)平臺(tái)亮相國(guó)際舞臺(tái)，如杭州公共自行車項(xiàng)目獲第二屆廣州獎(jiǎng)；浙江義烏涉外糾紛調(diào)解項(xiàng)目獲第三屆特別推薦獎(jiǎng)。

The city of Kocaeli in Turkey won the first Guangzhou Award with its“Plan ahead of time - learn to live under the earthquake” project. And Kocaeli uses a replica of the Guangzhou Award in its construction of an earthquake monitoring station, which has now become a landmark memorial. Chinese cities have also shined on the platform of the Guangzhou Award. For example, the Hangzhou Public Cycling Project won the second Guangzhou Award, and the Yiwu Mediation of Foreign-Related Disputes Project won special recommendation in the third Guangzhou Award.

廣州獎(jiǎng)是一個(gè)全球開放的多邊共建共享平臺(tái)，通過(guò)這個(gè)平臺(tái)，廣州與眾多國(guó)際組織機(jī)構(gòu)建立了更加務(wù)實(shí)、緊密的合作伙伴關(guān)系，與全球200多個(gè)城市建立了良好溝通，吸引了全球眾多的城市領(lǐng)導(dǎo)者和專家學(xué)者關(guān)注廣州、牽手廣州。

The Guangzhou Award is a global co-construction and sharing platform that is open and multilateral. Through this platform, Guangzhou has established more pragmatic and close partnerships with many international organizations and institutions, the city has also built good links with more than 200 cities around the world, attracting a large number of global city leaders and experts to focus on Guangzhou and to cooperate with it.

2018年第四屆廣州國(guó)際城市創(chuàng)新獎(jiǎng)評(píng)獎(jiǎng)活動(dòng)現(xiàn)已啟動(dòng)，全球城市參評(píng)項(xiàng)目報(bào)名踴躍，各項(xiàng)籌備工作穩(wěn)步推進(jìn)。今年，著眼于在新的起點(diǎn)上把廣州獎(jiǎng)培育好、發(fā)揮好，為全球城市治理創(chuàng)新作出更大貢獻(xiàn)，我們進(jìn)一步完善廣州獎(jiǎng)在全球范圍內(nèi)的成果轉(zhuǎn)化的長(zhǎng)效機(jī)制：一是積極推進(jìn)廣州獎(jiǎng)運(yùn)作模式創(chuàng)新；二是探索推動(dòng)市政府與廣州地區(qū)內(nèi)知名高校合作共建城市治理創(chuàng)新研究院，構(gòu)建研究和學(xué)術(shù)交流網(wǎng)絡(luò)；三是推動(dòng)城市創(chuàng)新成果進(jìn)智庫(kù)、進(jìn)行政學(xué)院。

At present, the fourth Guangzhou International Award for Urban Innovation has been launched. There are already many cities worldwide actively signing up for the event, while the preparatory work is advancing steadily. This year, our target is to better cultivate the Guangzhou Award and bring it into full play, thus making greater contributions to the innovation of global urban governance. We will further improve long-term mechanisms for transforming the achievements of the Guangzhou Award globally. First, we will actively make innovations in the evaluation and recognition process. Second, by exploring and promoting cooperation between the Guangzhou Municipal People’s Government and those well-known colleges and universities located in Guangzhou, we will jointly establish innovation research institutes which focus on urban governance and we will establish a research and academic exchange network. Third, we will bring the achievements of urban innovation to think tanks and administration institutes.

三、友城交往擴(kuò)容保鮮增效，助力形成全面開放新格局

Third, we will expand the circle while keep the freshness and enhance the effectiveness of Guangzhou’s friendship cities, and we will develop a new pattern of the city’s all-around opening up.

近年來(lái)，廣州朋友圈不斷擴(kuò)大，目前，有國(guó)際友城37個(gè)、國(guó)際友好合作交流城市34個(gè)。未來(lái)，我們將持續(xù)推進(jìn)友城“百城計(jì)劃”。

In recent years, Guangzhou’s circle of friends has expanded continuously. At present, Guangzhou has 37 sister cities and 34 international friendship cities. In the future, we will continue to promote our“100 friendship cities plan”.

一是以“一帶一路”為主線積極擴(kuò)容，優(yōu)化友城布局。著眼強(qiáng)化廣州在“一帶一路”中的樞紐城市、經(jīng)貿(mào)合作中心和重要引擎功能，以“一帶一路”沿線城市和歐美發(fā)達(dá)城市為重點(diǎn)，力爭(zhēng)每年新增3-5個(gè)，加快推進(jìn)友城“百城計(jì)劃”。

(1) We will actively expand our connections along the“Belt and Road” route and optimize the layout of Guangzhou’s friendship cities.

We will strengthen Guangzhou’s functions in the Belt and Road Initiative as an important hub, a center for economic and trade cooperation, and an engine for regional development. By focusing on cities along the“Belt and Road” route and developed cities in Europe and the United States, we will try our best to increase the number of Guangzhou’s friendship cities by 3 to 5 annually and speed up the completion of our“100 friendship cities plan”.

二是落實(shí)友城工作“四化”措施，保持友城關(guān)系活力。堅(jiān)持友城合作平臺(tái)化，做強(qiáng)“廣州-奧克蘭-洛杉磯三城經(jīng)貿(mào)合作”品牌，發(fā)揮好“廣州大學(xué)—林雪平大學(xué)城市可持續(xù)發(fā)展研究中心”平臺(tái)作用，積極推進(jìn)廣州國(guó)際交流合作中心籌建、廣州國(guó)際交流合作基金會(huì)成立。堅(jiān)持友城發(fā)展項(xiàng)目化，與意大利熱那亞市合作的帕格尼尼國(guó)際小提琴大賽亞洲區(qū)音樂(lè)交流會(huì)項(xiàng)目品牌；培育廣州與里昂市在科技創(chuàng)新、會(huì)展、美食、旅游等領(lǐng)域的合作項(xiàng)目品牌，引入博古斯世界烹飪大賽亞太地區(qū)選拔賽，發(fā)布首版《廣州米其林指南》，彰顯廣州美食文化實(shí)力和底蘊(yùn)。堅(jiān)持交流機(jī)制化，落實(shí)廣州市政府與伯明翰大學(xué)合作指導(dǎo)委員會(huì)工作機(jī)制、廣州國(guó)際友城青少年足球交流合作機(jī)制、廣州與布里斯托爾大學(xué)青少年人文交流機(jī)制。堅(jiān)持交往常態(tài)化，舉辦國(guó)際友城聯(lián)絡(luò)人聯(lián)席會(huì)議、“國(guó)際友城市長(zhǎng)面對(duì)面”，積極推動(dòng)廣州國(guó)際友城文化藝術(shù)團(tuán)海外巡演，推進(jìn)“廣州誼園”建設(shè)，舉辦好友城結(jié)好周年慶祝活動(dòng)等。

(2) We will implement certain measures to maintain the vitality of the relationship between Guangzhou and its friendship cities.

In terms of building platforms, we will strengthen the brand of“Guangzhou, Auckland and Los Angeles Tripartite Economic Cooperation” and make full play of the Research Center for Urban Sustainable Development jointly established by Guangzhou University and Link?ping University (Sweden). We will also actively promote the construction of the Guangzhou Center for International Exchange and Cooperation and the establishment of the Guangzhou Foundation for International Exchange and Cooperation.

In terms of project developing, we are working with the Italian city of Genoa to co-host the Paganini International Violin Competition in Asia, and we will co-develop projects with Lyon in the fields of science & technology innovation, exhibition, gourmet, tourism, etc. We have held the qualification trials for the Asia-Pacific Region of the Bocuse d'Or World Cuisine Competition, and we have released the first edition of“Guangzhou Michelin Guide” to highlight our traditional food culture.

In terms of building exchange mechanisms, we will implement the existing ones such as the cooperation between Guangzhou Municipal People’s Government and Birmingham University, the cooperation in juniors’ football between Guangzhou and its friendship cities, the youth cultural and educational exchanges between Guangzhou and the University of Bristol, etc.

In terms of strengthening communication, we will hold the joint conference of international friendship cities’ liaison officers and the“face to face with mayors of international friendship cities” event. We will also actively promote the overseas tour of Guangzhou’s culture and arts performing groups in our friendship cities. We will promote the construction of the“Guangzhou Friendship Park” and hold anniversary celebrations with friendship cities, etc.

三是全方位發(fā)展友城交流合作關(guān)系，提升綜合效益。完善國(guó)際友城—國(guó)際友好交流合作城市—友好城區(qū)—友好單位“四位一體”友城交往格局，推進(jìn)友城間經(jīng)貿(mào)、科技、教育、旅游、環(huán)保、人文及城市治理等多層次、寬領(lǐng)域交流合作，實(shí)現(xiàn)互利共贏。

(3) We will focus on comprehensively deepening cooperation with our friendship cities and improving efficiency.

We will improve the pattern of our“four in one” communication model, namely the Sister City, the International Friendship Cities the International Friendship District, and the International Friendship Organization. By doing so, we will promote economic and trade, science and technology, education, tourism, environment protection, humanities and urban governance, and other multi-level, wide-ranging exchanges and cooperation between Guangzhou and its friendship cities, thus achieving a win-win situation.

明年廣州將迎來(lái)與第一個(gè)國(guó)際友好城市結(jié)好40周年，請(qǐng)介紹一下友城周年慶祝活動(dòng)有關(guān)情況？

Guangzhou will celebrate its 40th anniversary with the first international sister city next year. Please give an introduction to the anniversary celebrations.

廣州的友城周年慶祝活動(dòng)以逢10為主。今年，迎來(lái)了分別與法國(guó)里昂、德國(guó)法蘭克福結(jié)好30周年，與芬蘭坦佩雷市結(jié)好10周年。1月，廣州市委主要領(lǐng)導(dǎo)率代表團(tuán)訪問(wèn)法蘭克福，共慶兩市結(jié)好30周年，共商拓展深化兩市全面交流友好合作；5月，廣州市人大代表團(tuán)訪問(wèn)德國(guó)法蘭克福市，出席廣州—法蘭克福結(jié)好30周年系列慶祝活動(dòng)。第四季度，法蘭克福市代表團(tuán)將訪穗，共同舉辦系列慶祝活動(dòng)。5月，法國(guó)里昂大都會(huì)主席大衛(wèi)·紀(jì)梅爾福德、里昂市市長(zhǎng)喬治·凱佩內(nèi)疆率代表團(tuán)一行70人對(duì)我市進(jìn)行友好訪問(wèn)，慶祝廣州與里昂締結(jié)國(guó)際友城30周年。市委主要領(lǐng)導(dǎo)會(huì)見代表團(tuán)主要成員，市長(zhǎng)與對(duì)方共同簽署合作備忘錄。6月，廣州代表團(tuán)訪問(wèn)法國(guó)里昂，出席“2018里昂—廣州新絲綢之路太陽(yáng)能自行車騎行賽”發(fā)車儀式；8月底，將在廣州舉行抵達(dá)儀式。下半年，廣州和坦佩雷兩市代表團(tuán)將互訪，共同慶祝結(jié)好10年。

The anniversary celebration of the sister city of Guangzhou mainly falls on the 10th anniversary. This year, we celebrate the 30th anniversary of the establishment of sister city with Lyon, France and Frankfurt, Germany, and the 10th anniversary of the establishment of sister city with Tampere, Finland. In January, the chief leaders of the Guangzhou Municipal Party Committee led a delegation to Frankfurt to celebrate the 30th anniversary of the establishment of the two cities and discuss the deeper comprehensive exchange and friendly cooperation between the two cities. In May, the Guangzhou Municipal People’s Congress delegation visited Frankfurt, Germany, to attend the celebration of the 30th anniversary of the establishment of Guangzhou-Frankfurt sister cities. In the fourth quarter, the Frankfurt delegation will visit Guangzhou and the two parties will hold a series of celebrations. In May, David Kimelfeld, President of Lyon Metropole, and Georges Képénékian, the mayor of Lyon, led a 70-member delegation to Guangzhou to celebrate the 30th anniversary of the establishment of the sister city between Guangzhou and Lyon. The main leaders of the municipal Party committee met with the main members of the delegation, and the mayor and the counterparty signed a memorandum of cooperation. In June, the Guangzhou delegation visited Lyon, France, to attend the launch ceremony of the“2018 Lyon-Guangzhou New Silk Road Solar Cycling Race”; at the end of August, the arrival ceremony will be held in Guangzhou. In the second half of the year, the delegations from Guangzhou and Tampere will make mutual visits to celebrate the 10th anniversary as the sister cities.

明年5月2日，將迎來(lái)與日本福岡市結(jié)好40周年，廣州友城工作開展將滿40周年。作為廣州的第一對(duì)友城，日本福岡正在與廣州共同策劃并實(shí)施一系列紀(jì)念活動(dòng)，其中包括舉辦“廣州福岡締結(jié)友城40周年慶暨廣州開展友城工作40周年慶大會(huì)”、組織友城郵輪市民代表團(tuán)、友城青少年足球友誼賽、友城文藝演出等。

On May 2 next year, we will celebrate the 40th anniversary of the establishment of the sister city with Fukuoka, Japan. As the first sister city of Guangzhou, Fukuoka is planning and implementing commemorative activities with Guangzhou, including the“40th Anniversary of Sister Cities of Guangzhou and Fukuoka and the 40th Anniversary of Friendship City Work in Guangzhou”, and the organization of Friendship City Cruise Citizen Delegation, Friendship City Youth Football Tournament, and Friendship City Art Performances, etc.
